
In an effort to better serve UH’s ever-growing campus and community, Parking and Transportation Services offers eligible faculty, staff and students the opportunity to join COAST (Coogs on Alternative and Sustainable Transportation), an incentive program for individuals who carpool or utilize alternative and sustainable options to get to campus.
Individuals who are interested in participating in COAST or learning more about it can reach out to the COAST team by sending an email to coast@uh.edu.
Please note, COAST participants will be asked to sign a commuter pledge that states that members of COAST agree to not participate in any other UH PTS subsidized programs.

Student Application Process
To apply for the COAST program as a student, please follow these steps:
- Log in to the Parking Portal via AccessUH.
- Click the "Student Metro Card" icon. Download and complete the application form. Save the completed form to your desktop.
- Click the "Order Permits" icon.
- Select the "Student COAST Permit" from the list of options.
- Continue through the prompts until you reach the upload screen. Upload your completed COAST Application PDF.
- Submit your application.
- You will receive an email from Parking & Transportation once your application is reviewed:
- If approved, you'll be given a time window to pick up your COAST card.
- If denied, you'll be notified and may reapply if you meet the minimum eligibility of 9 on-campus, face-to-face credit hours.
*Since the COAST program does not run during the summer, all student COAST cards will be deactivated on May 31, 2026.
Faculty & Staff Application Process
To apply for the COAST Metro program as a faculty or staff member, please follow these steps:
- Log in to your Parking Portal.
- Click on the "FS COAST Metro" icon to open the application form.
- Complete the form in full.
- Navigate to the "Order Permits" section.
- Click on "COAST Permits".
- Follow the prompts to upload your completed form.
- You will be prompted to pay the $5 application fee.
- Once your form and payment are submitted, you will receive a confirmation email with instructions for picking up your permit.
Lost COAST Card Process
If a student loses their COAST card, there is a $25 replacement fee. To request a new card, students must email coast@uh.edu.
Spring Application Information
- The Spring application opens on December 1.
- Cards will not be distributed until one week before the Spring semester begins.
- Students who already received a COAST card for the Fall semester do not need to reapply.
- All cards will be audited after the Spring semester Official Reporting Day (ORD).
- If a student is no longer eligible for the program in the Spring, their card will be deactivated.
- The Spring application will close on the Spring semester ORD.
