Catherine Horn’s research cuts across two critical areas affecting college access for and success outcomes of traditionally underserved students both in the U.S. and internationally. They include alternative college admission and related policies implemented at the institutional, state and federal levels; and the interconnecting influence of K–12 and postsecondary policies.
Horn directs both the UH College of Education’s Institute for Educational Policy Research and Evaluation and the Center for Research, Evaluation, and Advancement of Teacher Education – a consortium of 56 colleges of education in Texas.
Her studies appear in selective journals including Higher Education, Journal of Diversity in Higher Education, Educational Policy and The Journal of College Student Development. She intentionally publishes in additional venues targeted at a broader practitioner audience such as publicly available monographs made available by the Educational Testing Service, edited books, and book chapters.
Horn has played key roles in the theoretical and empirical designs of collaborative funding proposals which have garnered approximately $1.3 million in research expenditures from sources such as the Institute of Education Sciences and the Association for Institutional Research as co-investigator, and the William T. Grant Foundation as co-principal investigator. She served as the principal investigator of a $450,000 National Science Foundation research grant and co-investigator of a $1.45 million NSF Noyce Scholarship grant. Her research has been recognized through a Fulbright Research Scholar Fellowship to Chile and membership into the Phi Kappa Phi and Phi Beta Delta honor societies. She has co-edited 5 books and published more than 60 peer-reviewed papers and chapters.
