Annual Enrollment
Human Resources is pleased to announce that Summer Open Enrollment for University of Houston employees will be June 30, 2025, to July 11, 2025. During this time, faculty and staff are encouraged to review their current selections and make any desired changes to their benefits for the upcoming plan year, as well as to attend the HR Wellness and Benefits Fair occurring Wednesday, July 2nd, 10 AM- 2 PM, in the Campus Recreation and Wellness Center.
During Summer Open Enrollment, you’ll be able to make the following changes to your benefits:
- Health
- Dental
- Vision
- Optional Term Life Insurance (EOI)
- Voluntary Accidental Death & Dismemberment (AD&D) Insurance
- Short-term and Long-term Disability (EOI)
- TexFlex flexible spending accounts (FSAs) – Health Care, Dependent Care and Limited
FSAs

Important points to remember:
- ERS began mailing Personal Benefits Enrollment Statements (PBES) on June 3, 2025.
- Log into the ERS website to ensure that your personal information is accurate.
- All Family Status Changes (FSCs) June 30 – July 31 and Post Hire Changes (PHCs) between June 17 – July 18 will be processed by Human Resources.
- If you do not enroll or make changes during Summer Open Enrollment, you will be automatically enrolled in the plans you currently have.
TRS Plan Year 2025-2026:
Contribution rates
Retirement contributions rates, employee (8.25 %) and state (8.25%), will remain the same.
Updated GBP health and optional plan premiums:
Starting Sept. 1, 2025, premiums in the HealthSelect of Texas plans, including Consumer
Directed HealthSelectSM, will increase by 8%. The State of Texas will continue to
pay 100% of the premiums for eligible full-time employees and many eligible retirees,
so many members of these plans won’t feel the increase.
ERS uses experienced third-party health plan administrators to help keep costs down and maintain high-quality coverage for GBP participants. However, costs for medical care and prescription drugs continue to grow nationwide. For the first time in eight years, ERS must increase premiums materially, for those who pay them, to ensure the health plans can keep benefits at their current levels for the next two years.
State of Texas Dental Choice PlanSM premiums will increase by 8% for all participants. DeltaCare® USA dental health maintenance organization (DHMO) premiums will stay the same.
State of Texas VisionSM premiums will increase by 10%.
Texas Income Protection PlanSM (TIPP) long-term disability rates will decrease from $0.68 to $0.63 per $100 of monthly salary. Short-term disability premiums will not change. (TIPP is available to active employees only.)

Increases to out-of-pocket maximums:
The HealthSelect of Texas® and Consumer Directed HealthSelectSM health plans’ total
annual in-network out-of-pocket maximums (medical and pharmacy combined) will increase
to $7,500 per person per individual (up from $7,050) and $15,000 per family (up from
$14,100) to align with the IRS maximums.
Updates to flexible spending account (FSA) contribution and carryover limits:
Per the IRS, for Plan Year 2025, participants with a health care or limited-purpose
FSA will be able to set aside up to $3,200 for the year through monthly tax-free deductions.
The maximum contribution for dependent care FSAs remains the same at $5,000 for the
year.
The carryover amount for health care and limited-purpose FSAs is increasing. Participants in those FSAs in Plan Year 2025 can carry over up to $640 from Plan Year 2025 (ending Aug.31, 2024) to Plan Year 2026 (starting Sept.1, 2025).
Dental Benefits:
No dental plan ID cards will be issued. To keep costs low, active employees who sign
up for GBP dental insurance will not get an ID card, and participating dentists shouldn’t
require them. Participants can download a virtual ID card to their smartphone through
the Delta Dental app. They can also download and print their ID information from http://www.ERSdentalplans.com or call Delta Dental toll-free at (888) 818-7925 (TTY: 711) to request a mailed paper
copy. Covered dependents cannot access the app, and their names are not listed on
the card. A dependent can verify coverage with a provider by giving either their name
or the member’s name and plan ID number.

UH Human Resources is excited to announce that the 2025 Annual Wellness and Benefits Fair: Wellness & Benefits Bootcamp, for faculty and staff will be held Wednesday, July 2nd, 2025, from 10:00 AM to 2:00 PM, in the UH Campus Recreation and Wellness Center. Attend and visit with a variety of University departments and community vendors to learn about the many services and resources available to you! Enjoy popcorn, soda, a fun photo booth, t-shirts (while they last), entry into raffles and more! Bring a canned good to donate to the Cougar Cupboard for entry into our Grand Prize drawing.
