Purchases of $14,999.99 or Less

With the exception of printing services, competitive bidding is not required if the total value of the contract is $14,999.99 or less.  For Spot Purchases, an agency may supplement the CMBL with non-CMBL vendors. Dividing purchases to avoid the competitive bidding requirement is explicitly prohibited
