New command staff members in place at UHPD

University of Houston Chief of Police Ceaser Moore Jr. is honored to introduce the newest members of the police command staff to the UH community:

Assistant Chief Chandra Johnson joined the UH Police Department on Feb. 18, 2013. She is a native Houstonian who worked at the Houston Airport Police Department for seven years and the Houston Police Department for more than 20 years. She received numerous commendations through the years that included her dedication and participation in the HPD Crime Lab investigation; leadership recognition in attaining ISO 9001 Certification for the Property Division; along with her instrumental assistance in planning and implementing the relocation of millions of pieces of property and evidence to a state-of-the-art storage facility at HPD.

Capt. Daryl Bissett joined UHPD on April 21, 2014. He is a native Houstonian who began working as a non-commissioned civilian at HPD in 1993. He began his career as a commissioned police officer in 1994 at the West University Place Police Department. He has received many awards throughout his law enforcement career, including the 2004 Officer of the Year Award from the Southwest Houston Chamber of Congress for having saved a life. In 2005, he held the position of Chief Peace Officer and Director of Security at the University of St. Thomas in Houston before joining UHPD. He will serve as captain of the Field Operations unit at UHPD.

Capt. Tracey Richardson joined the UH Police Department on June 2, 2014. She was born and raised in Omaha, Neb., and moved to the Houston area in 1989. She worked at HPD for 24 years. While working at HPD, she served in the various patrol divisions; the Planning & Research - Crime Analysis Division; the Inspections Division as an internal auditor and policy writer; in The Office of the Chief of Police; in the Training Academy, as a Cadet Training Instructor; as a supervisor in the Jail, Property & Supply Division, and a sergeant detective in the Homicide Division. In 2011, she was recognized as Innovator of the Year by the African American Police Officer’s League. She will serve as the captain of the Support Services unit at the UHPD.

“The University of Houston community is fortunate to add well-trained, experienced and caring managers to the UH Police leadership team. I look forward to great innovation and progress as a direct result of the addition of these police professionals,” Moore said.
