A recent report from Achieve, Inc. presents an overview of the efforts states are making towards the development and implementation of effective college preparation polices. "Closing the Expectations Gap: 2013 Annual Report on the Alignment of State K–12 Policies and Practice with the Demands of College and Careers" summarizes the results of the most recent survey of college-and-career-ready (CCR) policies in the states, including the alignment of high school English and math standards with the demands of postsecondary education and employers; the establishment of graduation requirements that require students to complete a CCR curriculum; the development of K-12 assessments that are tied to the CCR expectations, and the creation of accountability systems that promote college readiness for all students. The report finds that all states now have some form of CCR standards, but successful implementation has been uneven. Further, no state has an effective accountability system in place that sets clear targets for improving college and career readiness for all students. The report concludes that without accountability systems, transparent assessments, and robust graduation requirements for all students, postsecondary access and success will remain on ongoing challenge for every state.
