University of Houston System Background
The University of Houston System (UHS) is Texas’ only metropolitan
higher education system, encompassing four universities and two
multi-institution teaching centers. The universities are the University
of Houston, a nationally recognized doctoral degree-granting, comprehensive
research university; the University of Houston-Downtown, a four-year
undergraduate university beginning expansion into graduate programs;
and the University of Houston-Clear Lake and the University of Houston-Victoria,
both upper division and master’s-level institutions. The teaching
centers are the UH System at Sugar Land in Fort Bend and the UH
System at Cinco Ranch.
In addition, the UH System includes KUHF-FM, Houston’s National
Public Radio and classical music station, and KUHT-TV, the nation’s
first educational television station. As a state institution, UHS
is governed by a nine-member Board of Regents appointed by the Texas
governor with the approval of the Texas Senate. In the Fall 2002
semester, the combined total student enrollment at the four UHS
universities was 54, 908.

Except for a brief period in the 1970s, the UH System has referred
to its chief executive officer as Chancellor, and to the chief executive
officer of each of its four universities as President. In 1997,
Arthur K. Smith became the first to hold the newly created dual
post of Chancellor of the UH System and President of the University
of Houston.
