S. Gürcan Gülen, Ph.D.

Gürcan Gülen is a Research Associate at the Energy Institute, Bauer College of Business, University of Houston.  At the Institute, he coordinates Institute research products, conducts analysis on research projects and grants, provides instruction in Institute training programs, and assists with Institute outreach (seminars, conferences).  In 2000, during a six-month visiting position, he assisted Duke Energy International with day-to-day evaluation of legal and regulatory risk for electricity and natural gas projects in Latin America and Europe; participated in project evaluation from the perspective of electricity pricing and dispatching rules and regulations; and contributed to market analysis.

Currently, Dr. Gülen manages and participates in the Commercial Frameworks study funded by a group of Institute sponsors, which evaluates gas monetization options comparatively across a group of countries within the framework of electricity sector reform.  In addition, he manages the day-to-day activities of preparation and contributes to development of materials including two virtual countries and case studies for the Institute-DOE joint training program, New Era in Oil, Gas and Power Value Chain.

In the past, he contributed to the preparation of training manuals for Oil and Gas Accounting, International Petroleum Contracts, Project Finance and International Petroleum Economics to be used in U.S. AID/Hagler Bailly Services consortium's training of oil and gas professionals in Central Asian republics of Kazakhstan, Uzbekistan and Turkmenistan.  Dr. Gülen also studied the new geopolitics of oil and gas resulting from the increasing global demand and the emergence of Former Soviet Union republics of Central Asia and the Caucasus as major producers with a special emphasis on the role of China in this "New Great Game" for Institute white paper on Asian oil and gas issues.  He has been closely following Turkey’s efforts to restructure and regulate its energy industry and the country’s role in transportation of Caspian oil and gas resources.  In 1998, Dr. Gülen also advised ELSIAD, the Association of Industrialists and Businessmen of the Electricity Sector, on the proposed restructuring models for the electricity and gas industries in Turkey and the proposed changes in the “public service” laws.

In addition, he managed the day-to-day activities of the Institute research project, Best Practices in Energy Sector Reform, which analyzed the critical variables that lead to success or failure of reforms across oil and gas E&P operations in Mexico, Venezuela, Russia and Kazakstan with the U.S. and Canada as benchmarks.  As an extension to this ongoing research area at the Institute, he developed an Excel-based simulation model that is used to show the rate and nature of convergence between upstream oil and gas investment terms desired by the international investors and those that are offered by the resource-rich nations.  Dr. Gülen also participated in a proprietary study that comparatively analyzed deregulation of the railroad and airline industries and resulting business strategies with the intention to draw parallels for another network industry, natural gas pipelines.

Dr. Gülen is the current president of the local chapter of the International Association for Energy Economics (IAEE) after serving as secretary and vice president for two years.  He is a contributing editor of Dünya ENERJİ, a monthly industry publication in Turkey.  He regularly referees articles for The Energy Journal.  He has a Ph.D. in Economics from Boston College and a B.A. in Economics from Boğaziçi University in İstanbul, Turkey.
