We invite you to participate in an annual two-week program that targets oil and gas
commercial practices within the context of energy sector reform. The Energy Institute at
the University of Houston's College of Business Administration is the host institution for
this innovative executive program together with the University of Houston Law Center. The
U.S. Department of Energy, the World Bank and other agencies, international organizations
and leading multinational energy companies, support the program.
Changing dynamics of oil and gas markets and integration of market principles underlie
the need for advanced dialogue on commercial practices and energy sector reform to
optimize the oil and gas value chains. New Era is designed to hone skills, provide a forum
for sharing experiences and a basis for addressing specific problems associated with oil
and gas sector reform and value creation.

A continuous, Internet-based virtual environment for pre-program preparation and
post-program follow-up will support the two-week program. Critical information is as
follows.
- New Era is geared toward senior- and mid-level managers of government ministries,
regulatory commissions and national energy companies.
- Participants from private energy companies are eligible for the program from both
non-OECD and OECD markets. Participants from private companies may join the program as
part of corporate sponsorship support. For more information on this option, contact the

- Each session is limited to 45 participants for a more intimate environment.
- Participants will be selected on basis of credentials, experience and need in their home
markets.
- The principle language for the course is English, with translation assistance if
required.
- Costs to attend are $6,000 for government participants, $7,500 for non-government
participants (inclusive of accommodations, meals, course materials and special
activities).
New Era emphasizes energy sector restructuring strategies within the context of the
commercial oil and gas value chains (oil production, transportation, refining and
marketing; natural gas production, transportation, distribution; gas-fired electric power
generation). The underlying theme for the program is development of policy and regulatory
frameworks that are compatible with the dominant features of the commercial oil and gas
value chains. Major segments include the following.
- Overview: World oil and gas outlooks and macroeconomic considerations for private
investment and commercialization.
- Oil and gas value chain features: Industry structure and major business segments;
economic and commercial considerations; implications for upstream natural gas resource
development from electric power conversion; project finance approaches; implications for
policy and regulatory frameworks.
- Legal, regulatory, contractual concepts: Innovations in upstream arrangements for
private participation; conservation practices for oil and gas resource management;
contractual distinctions for natural gas exploration and production; downstream
contractual issues for both oil and gas operations; pipeline transportation issues;
considerations for integrated, field-to-burner tip natural gas projects; implications for
midstream and downstream oil and gas value creation from resource ownership models.
- Taxation and pricing concepts: Tax policy implications; revenue collection and
disbursement; commercial and international tax considerations; fiscal issues during
implementation of alternative tax mechanisms for private concessions; strategies and
policies for price subsidy removal; implications of price deregulation; importance of
price rationalization for effective market strategies.
- Environmental and social concepts: Defining policies and regulations;
establishing standards; implementing and enforcing standards; mitigating past damages;
building and monitoring local and community relationships.
- International Colloquium of Energy Sector Reform: Closing session and wrap up
with invited keynote speakers and special guests (the Colloquium currently is an annual
event hosted by the Energy Institute).
