Biographical Summary

Peter Koelling is an instructional associate professor of public administration and the director of the Master of Public Administration program. He received his Ph.D. from Northern Illinois University and his J.D. from St. Mary’s University in San Antonio. He is the editor and contributing author of “The Improvement of the Administration of Justice, 8th Ed.” and has taught at Colorado State and the University of Denver. Koelling comes to the MPA Program from the Special Tribunal for Lebanon in The Hague, where he was the chief of court management.

He was the director and chief counsel for the judicial division of the American Bar Association and has been a licensed attorney for 36 years. Koelling has worked as a court administrator in various courts in Texas, Washington and Colorado. He has been honored by the State Bar of Texas as the pro bono attorney of the year and is a former Peace Corps volunteer.
