The MPA program has a forty-year history of development since it was chartered by the State of Texas. Our 313 (1968 to 2008) graduates have found rewarding positions across a broad spectrum of organizations. These include, first-and-foremost, local governments but also non-profits and private sector corporations. A profile of the jobs and organizations of our graduates, as shown below, supports the conclusion that UH’s MPA program is a leading educator of public servants.

Jeffrey C. Arndt
VIA Metropolitan Transit
Jeffrey C. Arndt is the President and Chief Executive Officer of VIA Metropolitan Transit. VIA provides transportation services to the fast growing city of San Antonio, identified as the 7th largest city in the United States.
Arndt joined VIA in February 2012 as Deputy CEO/Chief of Business Support Services. His expertise encompasses transit service and capital facility development, training and safety, financial management and planning, labor relations, special event transit/traffic management, and transit operations. He is continuously working to bring innovations to VIA and to San Antonio that will improve the livability and sustainability of the region, to include the implementation of SmartMove, VIA’s short-term capital plan to bring multimodalism to the region.
Arndt came to San Antonio from Houston where he served as the general manager of fixed route transit services for First Transit, a company under contract with the Metropolitan Transit Authority of Harris County, or Houston METRO. Arndt previously worked for Houston METRO for 25 years and achieved the position of senior vice president of operations/chief operating officer before moving on to the Texas Transportation Institute (TTI). Arndt spent five years as a research scientist/research specialist at TTI, and then he became the senior planning manager at Parsons Brinckerhoff before taking his position at First Transit.
Arndt holds a M.A. in public administration from the University of Houston as well as a B.A. in civil engineering from the University of Notre Dame. He currently serves on the American Public Transportation Association (APTA) Bus Safety Committee and locally serves on the Board of Directors for Centro San Antonio, Texas Diversity Council, South West Transit Association and the San Antonio Chamber of Commerce. Additionally, he has served as an adjunct professor in the graduate program in public administration at the University of Houston. He was also selected for the 38th Leadership San Antonio Class (2013).
