A Best & Essentials (B&E) team was assembled to address the issues raised in the audit. The B&E team is comprised of representatives from the Divisions of Administration and Finance, Information Technology, and Research (team members), and the primary goal was to help management "jump-start" the process. To that end, the following tasks were identified and accomplished:
- Organized the effort
- Documented "as is" environment
- Decomposed tasks or practices into three tiers:
- Business Risk and Continuity Planning
- Resource Management
- Resource Security
- Identified gaps
- Located support materials to fill gaps
- Defined strategy for integrated delivery
- Benchmarked peer organizations
- Organized into an overall plan
- Collected existing reference materials
- Created a Best Practices web site
- Created a template to document an IT Resource Management Plan
