Distinguished Speakers Series Illicit Flows

Synopsis: Mr. Bersin proposed a new framework for combating transnational criminal activity. He argued that global illicit flows perpetrated by organized crime, in the interstices of lawful trade and travel, represent the principal security threat in today's world, and that the Westphalian system of nation-state regulation is ill equipped to confront it. He advanced a series of propositions that he contends should underlie the new and revised national security/law enforcement approach he advocates.
