Richard Phillips

As Associate Vice President/Associate Vice Chancellor for the University of Houston System at Sugar Land and University of Houston System at Cinco Ranch, Richard “Dick” Phillips coordinates academic program delivery and development and oversees facilities planning and construction, community relations, marketing and all general administrative matters at the UHSSL UHSL and UHSCR teaching centers. 

Before assuming his role as UHS Associate Vice Chancellor, Phillips served 15 years in various leadership roles at the University of Houston-Victoria.  Prior to joining the UH System family, he served as Vice President for Enrollment Management and Institutional Advancement at an international multi-campus university system based in Iowa, and held a similar position at a private college in Missouri.  Prior to his tenure in higher education, he served 10 years as principal, teacher and coach at the high school level. 

Phillips has a Master of Science in Education with a major in Secondary School Administration and Supervision.  His undergraduate degree is in business, and he has owned and operated a private business.

Phillips is actively involved in community organizations.  He currently serves as board member of the Greater Fort Bend Economic Development Council, the Katy Area Economic Development Council, the West Houston Association, the Central Fort Bend Chamber of Commerce, and the Fort Bend Education Foundation. Founders Bank in Sugar Land.  He also serves on the Fort Bend P-16 Regional Council and the Fort Bend and Katy Chambers’ Education Committees  

Phillips uses his blend of experience in higher education and business to help identify, define and implement the role of higher education in community and economic development.
